'haarp' was built by the usa military to manipulate weather. what haarp does is transmit high powered radio  frequencies into the earth ionosphere. which heats the ionosphere and manipulates weather. the system will change the weather of japan. causing massive flooding and destructive winds. wow.....what a great plan. it was said, russia bought the plans at an alaska flee market for one dollar.
