Russia certainly backed his election to power, but the election was declared by international monitors to be free and fair (although I'm not sure how seriously I take those words after 2020). Although his corruption played a lead part in the grievances that led to political protests, the Maidan revolution, and him being overthrown - by all accounts, his government was still voted in to power - it wasn't illegitimate.
