The Caspian Sea Monster was an answer in search of a problem.
As an airplane it couldn’t fly to where the soldiers needed to be. As a ship it was tiny and wildly expensive and could only operate in perfect weather on calm water such as the Caspian Sea, which is entirely inside Russia.
