The Russians have built some strange military equipment.

In the late 1960s the Soviets spent a fantastic percentage of their economic output to built titanium submarines.

All that accomplished were subs that could dive below the thermocline and get sunk because they were detected.

As an airplane it couldn’t fly to where the soldiers needed to be. As a ship it was tiny and wildly expensive and could only operate in perfect weather on calm water such as the Caspian Sea, which is entirely inside Russia.
