Partly because cops can't arrest you for simply being homeless.. I know, i was once homeless in SLC in 1999. They can only arrest you if they catch you in the act of vagrancy, shoplifting, public defecation/urination, drugs (trafficking, distributing, manufacturing). Only so many cops and there is a lot of places to be at one time.. if you are going to catch them all in the act. In Utah, vagrancy is the act of sleeping or homesteading on public property or private property without the approval of the owner. Walking or sitting does not count.

if a politician was to dedicate their entire will/energy to this.. this would come at the expense of other issues. Can only care about so many things. Only so much time in a day. This tends to not be the lead topic on a platform. Its unlikely that they would get re-elected if they put all of their time/energy to this. They would have to expand the police budget, jails would have to be expanded, more corrections personnel, and then the expenditures needed to pay these vagrants for their minimal jobs.

Russia and China have large populations and they have solved this issue.
As they wish to have clean, safe, family friendly cities.

They can in Philadelphia when they declare a code blue. (I think that is what it is called)
When they declare a code blue people will freeze to death if they do not seek shelter.
What the city doe is send out social worker who try and talk the (mostly mentally ill) homeless to come along voluntarily.
If they will come on their own the coppers arrest them for loitering and put them in jail over night and release them in the morning.
The ACLU tried to stop it and the city said sue us...we will tie this up in court for so long we all be dead before it is settled.

interesting. When I was homeless in SLC, they did not have policies like this. The majority of folks that I encountered on the street were mentally ill and some were self-medicating with drugs and alcohol. The vast majority of these folks were white.

Prepare them to re enter life
schooling, drug and mental health programs
the only dedication they need is realizing that it costs less to fix it now, than live with it forever
but there are no deep pockets paying the politicians to do the right thing… no big payoff

To jail. Then decipher what the problem is.
Simply lazy and dont wanna work, then you have 2 options.
1. Stay in jail...cuz yo *** aint libin on da streets - tough **** bitch.
2. Take a menial job, get paid, provided a small apt. Improve yerself.
Crazy or an addict. Then appropriate treatment, housing.
Sorry, but some crazy folk simply need to be behind doors.

One year when we had a heat wave100 people died...most were the elderly who had breathing problems.
I have not spent time in Philly for a long time but as I recall most of the homeless were mental cases and few drank and did drugs.
As I recall those that did had "Bum Cities" where they live under a bridge or something and share things.
By the way...why are you putting people in boxes...is it because you are a ultraliberal or is for the sake of conversation ?
