Per a report from WBFF-TV’s Project Baltimore, a mother was excited to see her 17-year-old senior son nearing graduation when she abruptly learned that he was actually going to be sent back to the ninth grade after only passing three classes in four years at the Augusta Fells Savage Institute of Visual Arts on the city’s west side.

A school of "visual arts" cannot be much of a school.

I have a cousin who's an elementary school teacher in Baltimore and she said she can't stand it there.
She says nearly 100% of the Bebe's Kids are black, loud and disruptive. None of the parents show up for PTA meetings and if you try to discipline one of the niglets, ghetto mama shows up to the school raising hell and accusing everyone of being waaaaaacist!

It's the best example of why the next president should entirely abolish the federal Dept. of Education and return those billions to the states, as the 10th Amendment requires.
They've done nothing but drive down the quality of education over the past 50 years and every parent of a school-age child is well aware of it!
