I would support this idea. However, if they truly want to decrease the number of homeless and not have it be very expensive.. they need to incentivize rehab in some way. Most homeless that I encounter use drugs/alcohol and quite a few do so to self medicate. When I was on the street.. most that i encountered were so hopelessly hooked on drugs/alcohol that expecting them to quit cold turkey was simply unrealistic. also, hard to tell after so long which predates the other.. the addiction or the mental illness.
