Three possibilities.

1. He was repeating something that some jackass on his favorite show (FOX & Friends) had speculated about just a few minutes before he Tweeted it.

2. He was repeating classified info he had been briefed on.

3. He just made it up.

None of those are good options.

And then there's this.............
Why would his first reaction to a dangerous, unfolding situation be to seemingly chastise the people on the front lines for not having been on top of it, or aggressive enough?

It’s the same question that came up when Trump responded to a North Korean nuclear test by deriding the South Koreans as appeasers.

Both the United Kingdom and South Korea are our allies; both had a right to expect that the American President’s first expression would be one of sympathy or support—of respect, one way or the other.

Unmasking is not illegal.
Leaking the names of unmasked individuals to the press (or outing them) is.

They knew she had unmasked because Devin Nunes made that public in his clumsy effort to provide cover for 45's lie that Obama had tapped his phones.
And she admitted to unmasking.

They said that she did nothing wrong in unmasking the names of the Trump officials who were secretly meeting with the crown prince of the United Arab Emirates.

Ironically it is probably the three Trump officials who broke the law by not reporting that meeting on their security clearance forms which they were required to do.

On Friday, President Donald Trump told pool reporters he still believes former National Security Adviser Susan Rice did something wrong when she unmasked Trump administration officials late last year.

“She’s not supposed to be doing that,” said Trump, who in April accused Rice of committing a crime without presenting any evidence she actually did so. “What she did was wrong.”

There’s just one problem — now, more than ever before, there’s absolutely no reason to believe Rice did anything improper at all. Even well-informed Republican members of Congress acknowledge as much.

Rice detailed the reason she unmasked Trump officials to House investigators in a classified setting. On Wednesday, CNN reported more details about what Rice privately told the House Intelligence Committee about the incident.

According to CNN’s report, Rice told House investigators that she unmasked certain Trump officials because wanted “to understand why the crown prince of the United Arab Emirates was in New York” late last year.

Rice said the crown prince, Sheikh Mohammed bin Zayed al-Nahya, made the trip to New York without informing the Obama administration, which piqued the intelligence community’s curiosity.

CNN reported that the crown prince met with several top Trump officials during that trip, including Michael Flynn, Jared Kushner, and Steve Bannon. Later, the UAE was later involved in an effort to set up a back-channel communication between Trump officials and Russia, according to the outlet.

This explanation satisfied Republicans on the House Intelligence Committee, including Rep. Tom Rooney (FL), who told CNN that “I didn’t hear anything to believe that she did anything illegal.”

CNN quotes a number of Rooney’s colleagues who all basically say the same thing — after hearing her rationale for unmasking Trump officials, they’re now convinced that Rice did nothing wrong.

whats really ironic is that lib'ruls have been gloating about nailing Trump for Russian collusion based on surveillance that happened BEFORE the election, demmycrats were up to their eyeballs in bending the rules trying to find evidence that would stop Trump and put Hilliary in office and here we sit, with Trump in the Oval Office, zero evidence of collusion and the only people at risk of being held in violation of the law are the lib'ruls.......

Poor Misty doesn't understand the difference between the medical care of those serving and those who have left the service and try to rely on the VA. It has been all over the news for decades about the long wait times getting treatment for the veterans. New administrators come in promising to fix the problem but it never gets fixed. The needed resources are never provided. Your government in action with allocation of resources.

You can't drive away in a car with 4 flat tires when it only has one spare tire.
