It's possible there were quite a few Republicans that didn't cast a vote in the last two cycles because they were unable to do it in person and felt like mailing it in was a little beneath them or cheap, so... if the R's concentrate on encouraging mail ins and actively harvesting ballots like the D's have done as of late, it could make a pretty sizable difference in 2024.

precisely. Doing everything legally to maximize the vote for YOUR candidate is what GOTV is all about. Both parties have been engaged in that process for a long long time. The goal being to convince your voters that their CAST VOTE is what matters. Where and when they chose to cast it is IRRELEVANT. There is no macho quotient for voting in person.

Some you can, some you can't... and in ones that you can, there are still varying restrictions and rules as to what you can and can't do.
