He wasn't kicked out because of migrants; he was kicked out because the assisted living ceased to exist and the building was sold. The new owners don't have any responsibility to the previous tenants.
All they did was buy the building.
That is the legal part of it. It's about the morality of it. I don't care who owns what or who decided what?
