Israel kills one or two top Hamas leaders every now and again, but that's about it. So, when the world turned its attention to Ukraine, when the Arab nations looked like they were going to strike peace deals with Israel, Hamas leaders saw that they were about to lose a huge sugar-tit. So, they did what they do best.
