The second step would be dismantling the Dept. of Education and returning the money to the states.
And the third and most important step would be to sell off the public schools, privatize them, and provide vouchers for the parents of every kid to choose the best school for their children, starting with every failing public school in each Democrat-run city in the US.
You don't keep throwing money at the problems of government run public schools when they've proven over decades that they only continue to get worse when they do! Sure, that solution be vigorously opposed by the teacher's union and the politician who proposed it would never get another dime in campaign contributions from those unions, but making that pitch to the parents of every child stuck in a failing urban public school who would support it with their votes would more than make up for the loss!
