So you will try to talk the big guy from stealing your property and gold when he got away with doing it early with no problem. And you're going to beg the big guy to not take more of your property and gold if you only make a deal to give the big guy some more of your property and gold. And if you call in a bigger guy to stop the big guy from taking even more of your property and gold that a no go because the bigger guy that you called in would be starting a fight with the big guy that wants your property and gold.

and you told him your going to take your property and gold back that's a threat and the big guy can take even more property and gold because you had plans to take your property and gold back that the big guy took earlier?

and mexico should take back texas.

england should take back virginia and many other states.

No that would be like saying the Ukraine was part of Russia and even though they won their independence Russia should have the right to take it back. No nothing like that.

What are SARs in banking?
Introduction. The purpose of the Suspicious Activity Report (SAR) is to report known or suspected violations of law or suspicious activity observed by financial institutions subject to the regulations of the Bank Secrecy Act (BSA).

That is the purpose of the program, but it is not what a SAR is.

A SAR is filed for ALL transactions fitting a defined set of descriptions. People who file them aren't making a judgement of whether the transaction is suspicious, because they aren't qualified to. Whoever receives the transaction is obliged to notify Compliance, which is obliged to file the SAR. These are then sorted by regulators to determine of they do indeed indicate suspicious activity.

It is "raw intelligence", not Evidence.
