No. The first set of guys just work for the real bad dudes - the ones in suits. Just trying to earn a living to put gas in the tanks, drugs up their noses, bullets in their guns and patches on their vests.
The man wearing a bowtie at a board-room table is the same guy who pays people to buy little boys one-way airplane tickets to Pedo Island, while structuring a hostile takeover of General Dynamics.
