For me to determine whether someone has high intelligence I would typically need to spend some time with them. In essence, I need to see how they think and handle complex matters. Some motivated average people can outperform their IQ's. Some highly intelligent people exhibit their intelligence only in limited settings and circumstances, but otherwise appear dull on the surface.
