Lived there from 1977 to 2010. Since moving, visit there at least twice per year (although mostly in Summer).

    Culture, values, teen pregnancy /  out of wedlock birth rates... Not sure what you specifically mean by "education", but since all have the opportunity to public schools that factor should be the School Dropout Rate.. 

   Also, when we talk about income ---- Because of the safety net that many in this country have turned into a viable career path,  few to none these days steal out of hunger or true necessity -- unless Flat Screen TVs, Iphones, Air Jordans and Hair Weaves has some sort of nutritional value I am unaware of.. ...  They steal out of want -- not need...

County officials approved a $15.6 million grant to combat the rising number of smash-and-grab thefts targeting Los Angeles County retailers.

A recent study from the National Retail Federation found that organized retail crime has increased in the U.S. by 26% since 2000.“Unfortunately, this trend holds true in Los Angeles County,” county officials said. “At the same time, [retailers] have been faced with an increase in organized retail theft, including smash-and-grab robberies that have recently become more brazen and violent.”

“These brazen organized retail theft sprees are hurting business communities across the county and retail companies are losing billions of dollars annually,” said L.A. County Sheriff Robert Luna.County leaders said the new grant will help root out the criminal organizations behind the brazen thefts while working to prevent and reduce these types of crimes.

See, you do not get confused.

I was on a facebook page that is dedicated to the neighborhood and some lady was going on about how the neighborhood was becoming a haven for violent crime. I had a hard time believing this due to almost never seeing police or fire dept. activity. However, was able to dredge up every police report in the city and then use a program.. get an address from it. When I cross referenced it to the street names in the neighborhood.. very few results. So why the low crime? Simple.. middle class neighborhood where most homes are relatively similar to each other and no high income neighborhood nearby. Also, as luck would have it.. most were purchased prior to 2008 when the real estate market here crashed in epic fashion. So lots of long time homeowners and therefore very few rentals. 

Growing up poor, I find that the true indicators of crime are income, education, and nearby wealthy communities. In Boise, the most crime ridden area is on the edge of downtown with very wealthy neighborhoods to the north and east.

Education is thus.. how much you value it. Graduating high school is not sufficient to detract from crime. The families that I observed having legal troubles were the ones that rode the line between doing ok and complete disaster. Going to college (2 year or 4 year) largely insulates someone from the paycheck to paycheck struggle. A struggle where one night of questionable decision making brings down your house of cards. 

Those who are middle class (and therefore unlikely to be on public assistance) do not commit crime at nearly the rate of those who are poor (as defined by the BEA).

and apparently it isn't being valued much when Drop-Out rates are so high.... Whose fault is that?  No one forces them to quit school, it is a personal choice, and again I'm sure most come from single parent households --- where unwed mothers have been afforded having children outside of marriage a viable career path.. Who's to blame there?  If anything they seem to be taught others are the cause for their own personal failures and lack of achievement.. These affirmations come from their families , peers, community leaders, and Vote-seeking Democrats...  

         Not everyone who is poor or lacking in education is a victim of circumstance....   I've known many people born into poor households that  did well & succeeded in life because they were willing to do the work that comes with it --- I met many such people in the Military...
