If you handed guns and ammo  out to every single inner city dwelling negro you see on the street  wearing his hat backwards and pants sagging to his knees.....then YES you'll most likely see an increase in gun related crime.    
Just avoid those areas and those kinds of people and your chances of ever encountering a gun related crime drop significantly no matter how many guns  the white folks are carrying.
