             I know in some of the Asian countries it is required learning as part of their education.... 
  When I was in Korea it was taken in schools like our kids had PE classes growing up..... So pretty much every Korean had at least some training in it.... This definitely made for some entertaining brawls when the local Gooks would get lit up on the Soju and the kicks would start flying... Awful drinkers, can't handle booze.. .
