And it should.  Land owners should be the only Citizens with the right to vote.  Also, given that landowners should be the only voters, no one should be allowed to own more than 250 Acres of land outside of a city and 5 acres of land inside of a city.   Skans' Rules say: No foreign ownership of US land either.  Foreigners can lease land from the government or private land owners one year at a time.

I am a big fan of the Constitution as originally enacted.  The Constitution as originally written did not establish voting rights and it was perfectly acceptable to require that only landowners have the right to vote.
