It's one thing for a small town to deal with individuals who have lived all their lives in that town who end up homeless for one reason or another.  But, no small town wants the other towns' trash.  Here's what they can do to prevent it:

• have multiple laws criminalizing sleeping in a public place
• have ordinances prohibiting living in vehicles and have a good towing company in your town.
• outlaw camping in public
• outlaw camping anywhere on public property that is not a dedicated and regulated camping site.
• outlaw panhandling city-wide without 1) obtaining a panhandling license, 2) and restrict it to a specific panhandling location at the entrance to the landfill.
• make public urination and defecation the equivalent to assault with a deadly weapon. and make all public restrooms pay restrooms, where you are prohibited from entering with luggage or backpacks, etc.
• Deputize citizens to rigorously enforce the laws.
• Keep all records involving homeless cases on floppy disks that are stacked near a neodymium magnet and an out-of-control industrial shredder.
