Actually reading this defective bill, isn't taking marching orders from anyone but their constituents.

Nope.  Not even close. 
The 5000 number is only counting people from "Contiguous countries".   So they only count Mexicans and Canadians against the 5000 number, and children under 16 are excepted as well.
