You have people who only make 1000s per year getting paid to go to war against  criminally insane people making a whole lot more.
We would need to pay our DEA  Agents much more and with incentive bonuses.
Personally, I'd go the other way and flood the streets with enough high potency dope to kill every  future Darwin Award winning  Libtard that's out there. 
Put something in the dope that makes HIV treatments ineffective, too.
