I can't blame to guy for not wanting to be the voice of a movement like that.

He may have a wife and young kids at home that he can't be there to protect all the time because he's on the road.

I doubt any of that happened. This "boycott" was much to do about nothing.  The only drivers that can really refuse to go to the NYC area are owner independents.  Company drivers will be fired if they turn down too many runs.  What happens to them is if they turn down a load, particularly ones the dispatcher needs you to take, you end up getting runs that are less than 300 miles, have a day or two down time between runs, and their check suffers.

If they continue, they are out a job.

Driving in NYC can be a nightmare in a car, let alone an 18 wheeler.  All things being equal, you avoid NYC because you lose too much time.
