As far as the tanks they are already there:

FILE - U.S.-made Abrams tanks purchased by Poland take part in a military parade in Warsaw, Poland, Aug. 15, 2023. The U.S. military has said all 31 Abrams tanks promised to Ukraine have been delivered as of Oct. 16, 2023.PENTAGON — All 31 U.S.-made M1A1 Abrams tanks promised to Kyiv by the Biden administration have arrived in Ukraine, according to the U.S. military.
