Russia had a financial decision to make many years ago. 
Build carriers or figure out hypersonic missile tech
to take out carriers?  I think they chose correctly.
Carriers are for empire policing.  Russia is not an empire.

Carriers "bring the fight" and "project power".
In the right hands (with restraint), not a wholly terrible thing.
We have definitely strayed into the foreign entanglements so often it has become routine policy.
That is not restraint. And that has cost us dearly in more ways than one.

I think of Russia as an empire that has stopped expanding (at least not in its early ways).
As such, stability appears to have been achieved (more or less) in spite of an active world.
So, I agree that they seem to be arming in a defensive posture.

And why wouldn't they? It is a cold cruel world. No nation is truly trustworthy IMO.
