This is tricky, because you don't really know who is serious until they get in and prove it. A lot of people can put on a good act, but then when they perform, you see that they were full of ****. Kind of like people who lie on their resume or are good at job interviews, but suck in real life. However, there should be some kind of rigorous process to weed out the ****.
An educated populace has no drawbacks. Seriously, what negatives go along with having most of society being able to to think? That would scare the **** out of our leaders, but how would that negatively impact society? I can't think of one drawback to living in an educated populace. Not one.

Yes, I know that upbringing is a factor. I also believe that the more educated a person is, then the faster their maturity will be, along with a better sense of self-control.

Well if you want to solve the problem of incarceration rates this all becomes very relevant. Close to 100% of the people in prison for violent crime were genetically at risk for it. The correlation between education and crime is simply epiphenomenological. People with low impulse control will also lack the patience to educate themselves.
