This has been relatively well understood for more than 30 years..

Marijuana should be outlawed.  Dealers and users should be incarcerated for eternity.  Marijuana has been a major part of the downfall of America.  Just look at our Border - the stoners just don't even care that we have been invaded.  So, lock 'em up and throw away the key.
