This has been relatively well understood for more than 30 years..
Many years ago while I sat for "my turn" in traffic court there was a Hippy [who looked quite a bit like Tommy Chong] who was called in front of the Judge.
He was charged with being the driver of a car that sat motionless through 5 or 6 signal light cycles, even though there was nothing wrong with his car.
The Cop who wrote him up was there [in court] to give his hilarious description of this scene and everyone [including the Judge] was laughing so hard we were all "in tears"
I wish I could remember what the Judge's decision was, but this happened 50 years ago.

Then up the road- someone has about 5 pieces of plywood- made a hovel- I see an opening to crawl in- it looks like a make shift troll house made of plywood.
Probably an Immigrant- The neighbor hood is going to HELL. LOL

I have a Nephew who caused two bad accidents, both while he had been high on marijuana.
