Oops that is what has always been done anyway. I remember the great property tax cut back in the late 1980's where they(leaderships and their economic experts) would value the a person's property to 35% market value and raise the millage rate from thousandths to hundredths which is a factor of 100% increase where the outcome is they raised property taxes 60% from the previous method.
