The guy was coherent. That doesn't happen with him. He can't string two coherent sentences together. It's unlikely that he even knows he is president. Yet, poof! Just like that, he can speak correctly. As Huey said, the drugs wore off, because he is back to his incoherent self again.
This is a serious question. How come the rest of our elderly population , who also suffer from dementia, aren't able to access these meds?
