Another issue is when minimum wage rates increases apply to employees working more than 30 hours a week.  A small employer will cut the hours of existing employees to get them "below the limit" and hire a second part-time employee.  That is counted as a job being created when it really isn't.  The job already existed, there is now just two people sharing it...no more hours are being work.
