Russia isn't rising....they have a GDP barely bigger than New York City. Dams are breaking flooding huge areas because Russia has no money for infrastructure...when they do...the oligarchs steal 70% of it. Their cash crop the oil industry is in the **** because Ukraine droned it....and they can't afford air defense to protect it.
