Looks like the law abiding people back there don't believe self defense is a God given right until they pay the government a fee to exercise their God given right.

Agreed... and according to New York law, Carroll should be facing a pretty serious felony firearm charge as well, but I highly doubt she will ever be charged.
The State did take her gun away though, albeit just for "safekeeping" until she can get the proper permit.
If you or I would have been caught with an unlicensed firearm in NYC, they would probably throw the book at us.
