From a technical perspective I can't think of any reason why such a system would be impossible to set up.

We have to check for an exo-skeleton too.
If his feet look huge and his posture is sort of straight, better check.

 Chinese importer  Hobby King has a $300  6 channel RC car radio system that could swivel his head, make his mouth open and close and work his arms too..!!
Mechanizing walking would get pretty complicated, so instead of walking they could have motorized rollers bolted to his shoes.
This way they would only need to use 1 channel for forward and reverse transport.....  
CNN will just need to keep all the camera shots above his mid section.

Biden is too far gone to even notice the audience, it is more that it makes his handlers nervous, without a live audience they have a chance to edit out braindead's blankouts before it is broadcast.. they will probably pump Biden full of the good drugs too, same as with the state of the union speech, it should be quite a spectacle..
