I find it applies to many people.

The answer to this question for me with regards to ghetto youths is simple: Nothing.
Bearing in mind that the opposite of love is not hate. It's indifference.
I would like to care and feel it's probably the right thing to do. But honestly, I don't.
Lowering standards, hiring quotas, can't utter certain words but they do constantly, faux outrage when it suits them, etc, etc.

At some point isn't it normal to expect some improvement? Less resentment? Showing some effort?

What possible difference would it make? I have no guilt to assuage, so I'm good.
