That's the problem.....after paying for the favors, bribes, kickbacks, and future considerations, there wasn't enough money left for the rope or the anchors to keep it in place.

320 MM to build a pier.....a pier that has a catastrophic failure no less.
For that price you should be able to build the substructure  out of concrete encased steel.
If you use the same design details and specs that 1000s of other piers all over the civilized world have already been built to..

This feigned effort at helping Palis was just pre-election foreplay

Likely they had no real goal of the pier being successful.
