There have always been examples of  totally ridiculous military.aerospace projects coming from the USA

The HILLER PLATFORM and THE POGO are a couple that come to mind.
There was also an inflatable plane that at least made it to later stage R&D.

Instead of just sending up a camera on a balloon to gather intel, they felt it was worth it to send a man up on some extremely noisy contraption to have his head blown off. Imagine how busy you would be trying to keep that thing from crashing...but how would you be able to let loose of the controls long enough to defend yourself with your rifle...?
Were there NO GENERALS man enough to stand up and ask those questions before the first dollar ever got wasted...?

With the POGO I don't think they ever found a test pilot with a big enough death wish to try landing  that  piece of **** on it's tail.
Pretty typical of the ridiculous "flying garbage" that Convair was involved with back then.
