if that wasn't so serious a situation for the target, it would be funny as hell. Sacramento has always been infested with much more Negro, Beaner, Injun and White Trash crime than what "makes sense" for an area that is surrounded with so much affluence and natural beauty.
The State Capitol has always been like MECCA for all the Bums looking for GIBS ME DAT PROGRAMS.
San Francisco Bay Area Cops used to rule with an iron fist, so they were able to drive much of the criminal horde 100 miles east into Sacramento.
