My daughter worked at the Samsung chip fab in Austin until last month...they've been planning a second fab nearby for more than a year. With the AI craze going on, there is a huge backlog of chip orders necessary to do the computations/data crunching. I don't think you know a **** thing about this.
The problem is…and speaking from a strictly software perspective (something I’m familiar with) when people discover AI in its current dev cycle is just a shiny rock and not some game changer the sentiment will turn sour on a dime. Many of those orders will be cancelled. “AI” is just being milked for what it’s worth just like cloud / SaaS was before the implosion began in 2021.
As for the delay, in addition to supply issues there is also the known fact companies like TSMC and Samsung do not want to pay American wages. They could easily send their own (Taiwanese and Korean in this example) on visas to work here for less pay. American workers in general demand more leisure time and hourly rates. The work / life balance differential isn’t even close.
