There is no reason to actually nuke a city like we did in The Big One.

A ballistic missile 40-50 miles up (or more) would devastate infrastructure with little or no radiation.
The ones to worry about are the little **** countries without a proper delivery system.
They would have to truck it in or float it in...

Slow death either way, I guess.

Why bother with a ground strike?
An EMP blast from as high as 200 miles would ruin more square miles.
