If you are English it was over many years ago, there is no way back.
The thing is these groups operate internationally, they use economic institutions and they immunise themselves from sanctions by operating internationally.
The thing is the benefits, or welfare, are there because there is a real, a very real, problem for the historically English poor that concerns their degradation.
That sounds a little histrionic but, for example, their credentials are degraded and not recognised in the labour market.
This is an effect of the massive competition here that arises from the huge importation of labour throughout the economic structure from wealthy overseas students purchasing elite degrees to immigrants coming here at the bottom.
All this displaces people and the poor indigenous populations have no sources of economic organisation.
They don't have what the immigrants mobilise. The benefits, or welfare, is to try to give them small stake. These economies are expensive to be economically active in.
You need resources for everything or you exist like a prisoner.
The thing is the immigrants make state provision function in a different way, they just systematically organise to appropriate resources and recycle them as part of international capital accumulation cycles so they are bleeding resources out of the host society.
I could go into detail but this is already long enough. But, of course, once they get into these societies, they can operate a parallel economy across international economic spaces.
This is why benefit fraud has become a huge industry, pursued by criminal gangs that are made a "home" for through immigration. It is a catastrophe and will be, cross-generationally.

I understand the 3rd comment is significantly beyond most conservatives’ cognition (because they are < 120, not that 120 is even impressive or anything), but the real purpose of welfare is to recycle a very small amount of currency back into the hands of the indigenous (citizens) poor so they can spend it back into the capitalist economy.
Talks of “wasting taxpayer money” look pretty silly once you figure out the real motives…

One thing is for sure, these programs haven't really moved the needle for reducing poverty.

If anything I believe the USA’s is slightly higher by 3-4 points.
Last figures I saw was: Israel has about $125B in total tax revenue per year. The US gifts between 3-4B (of the recorded transactions, who knows how many “off the book” gifts are made to Israel) per year ostensibly for military purposes.
While that’s not Earth shattering in terms of money gifted, it IS a transfer payment. So even if you disagree with his sentiments, his facts do pass the test.

Food stamps are a perfect example. The program is not run by social services but be the Department of AGRICULTURE. Food stamp "recipients" are not the intended beneficiaries. Nor are they the ACTUAL beneficiaries. Big Ag is the beneficiary. And fast food joints are lobbying to get in on the program, which amounts to more than 100 billion in giveaways.
Many of the billions in benefits are sold at half price for drug money, and the working and middle class purchasers of the benefits use them to up the QUALITY of their diets, since quantity was never an issue. So they buy high end **** - which is where big ag makes the most profits.
Meanwhile, the moneys from honest labor that the original snap recipients receive goes to buy drugs, which enriches the bankers and their leash-dogs in the DEA and CIA.
