I think Regan was against taxpayer funded employees [state, city, county and federal] being able to bankrupt their governments when the money to pay them dries up.
Public Sector Unions are always the first and last to get paid even when their governments are going broke. Politicians promise them raises in pay and benefits in order to buy votes.
I don't know what Regan thought about private sector unions [like the construction trades].
My main purpose for commenting about this is because I am not a fan of Public Sector Unions,,,I think government workers already enjoy better pay, benefits [and protections from getting fired due to their gender / race] than their private sector counterparts.
