Somebody is making money somehow to allow it. Declare both a crime against humanity and make the penalty death.  Any person caught doing gang activity or selling drugs, once convicted they get the death penalty. They won't be missed for a second. Society would be far better off without them. It would say lives. Once you kill a few, all gang and drug dealing would stop.
