Homelessness is a significant issue in Russia, and the number of people experiencing homelessness is likely much higher than reported:

According to 2021 census data, there were around 11.3 thousand homeless people in Russia, a decrease of 82% from 2010. However, some studies suggest that the number is actually closer to 4.5 million, and is growing rapidly. - Services
The number of services available to help the homeless is small and unable to meet the demand. The average homeless person in Russia is estimated to live on the street for seven years. - Poverty
More than 12% of Russia's population was below the poverty line in 2022. - Homelessness in St. Petersburg
In 2014, Nochlezhka, a charity organization in St. Petersburg, estimated that at least 60,000 people were homeless in the city, while city officials estimated the number at just 2,000. - Winter
In the winter of 2012/13, 1,042 homeless people in St. Petersburg died from cold weather related conditions.
