Looks like “Common Core” + NCLB (thanks Bush) + DEI educational standards…having a 50%+ fail rate is acceptable now.

Congress required all federal agencies to submit annual financial reports in 1990.
Fifteen others earned "disclaimers," meaning auditors "could not obtain sufficient, appropriate evidence to provide a basis for an audit opinion." Among those receiving disclaimers were such big-ticket items as the National Security Agency, the Defense Intelligence Agency, and the Defense Advanced Research Projects Agency.
"The DoD reporting entities that received disclaimers of opinion on their financial statements, when combined, account for at least 44 percent of the DoD's total assets and at least 68 percent of the DoD's total budgetary resources," the report noted.
Opinions on three components are still pending. But even if all three pass with flying colors, more than half of the DOD's elements will have failed to pass inspection.
Still, the department tried to spin the results as a positive. "The Department has turned a corner in its understanding of the depth and breadth of its challenges," McCord noted on Friday. "Momentum is on our side, and throughout the Department there is strong commitment—and belief in our ability—to achieve an unmodified audit opinion."
McCord told reporters that it was "very unfair" to say the department failed. "We have about half clean opinions. We have half that are not clean opinions," he explained. "If someone had a report card that is half good and half not good, I don't know that you call the student or the report card a failure. We have a lot of work to do…I think we're making progress."

The DoD spends so much money on massive overhauls and upgrades that should give them the advantage of taking huge write offs that should help cleanse their books.

My reply was something about 50% of the people thinking she sucked.

Each person occupying space at the same time each is a separate unit of the whole species regardless which generation gap they became after birth. Again, why does humanity control people to believe life exceeds adapting forward daily philosophically and psychologically physically punishing anyone not complying to local traditions since dawn of civilization regardless longitude and latitude now?

My funds are mostly steady, low risk stuff.
That doesn't mean NO risk, so I am still part of the crowd.
It seems like it's so pervasive and far reaching that little can be done.
The thieving and conniving is far above my pay scale.
I can "care" all day long but to what avail?
Even voting in a guy the deep state dislikes doesn't appear to be much more than useless to some of the constant naysayers here in NHB. So the naysayers are basically saying. "Give up."

the saying about having "skin in the game" includes making one's children part of the gaming life like nobody knows how evolving happens in plain sight and anyone that does is insubordinate to their relative society.
Catch 22 semantics. Circle jerking Sharia Law. What America was turned into last 120 years as the first 120 was about protecting the liberty of ancestors living their own time each generation arrived so far.
