The site itself is not phishing. People USE the site to create photos USED in phishing.
So, when you get a phishing attempt, and the perpetrator uses a photo that site, that site is then "implicated" in the phishing.

CloudFlair has determined that PostImage website is using it for Phishing attempts and are BLOCKING their use UNTIL they either fix it or leave the internets.
That doesn't mean you did anything, but that CloudFlair is assuring you that you won't have it happen again, if it ever did.
