It would be really hard to keep Earth shattering technology a secret between us and them...so if the Russians have done so that's quite a feat.
OTOH....
I'm not sure that we haven't managed to  develop our own competitive delivery systems, but haven't yet "tipped our hand".......

If WASH DC had this technology, they could not resist to prance and preen...and show it off.
If DC had an "Oreshnik" we would have seen 10s of 1000s of dead women and kids
in Iran, NK, Russia, and China.
