I read through this. If you don't get red-faced angry while reading this, then you are probably 6-days dead. Sickening! I would start by immediately eliminating all of the obviously wasteful agencies, studies, programs, etc. I would cut all work-from-home govt employees. On top of that, I'd slash the military budget by at least 50%, Medicare and Medicaid by at least 60%. Then, I'd pressure all of Congress to accept a 10% pay reduction.
