Here is the government's reason for the TikTok ban

The bill passed with considerable bipartisan support, as many lawmakers worry that the Chinese government could access Americans' data — through TikTok's parent company — and use it to surveil Americans, spread misinformation and sway public opinion.

Here is the purpose of the Patriot Act: 

the primary goal of providing law enforcement with expanded surveillance and investigative powers to deter and punish acts of terrorism, both domestically and internationally, by facilitating information sharing and allowing for increased monitoring of potential suspects; however, it has also been criticized for potentially infringing on civil liberties due to its broad scope of authority

The obvious: Our government doesn't want China spying on us because our government is already doing so.
