For three years, Russia has been conquering territory - village after village, hamlet after hamlet, town after town across a six hundred mile front. In every little piss-pot community, they plant the Russian flag before moving on. 

The events of the past 5 months have exhausted Russia's reserve supply of flags. They are debating stalling their advance until more flags can be made, or else just hoisting the soiled underpanties of the fleeing Eunuchrainians.
