Seems to me legislative bodies can over rule any action of the executive branch anyway under the Constitution somewhere. That checks and balances thingy that hasn't been honored for over a century..

Then change the Constitution. There's a clearly defined process.

Because they know they will lose votes doing that.
Once they know they have nothing left to lose is when they issue pardons in order to keep their treasonous agenda a secret.

when she was a prosecutor, the local shock jock called her Amy "jugs" Klobuchar....
